THE BREAKFAST ORDINANCE | 朝ごはん条例
Tsuruta Town implemented The Breakfast Ordinance in 2004 in order to create a community of good health and longevity by encouraging Tsuruta residents to eat breakfast, typically rice, every morning. Tsuruta schools also only serve rice in their school meals, unlike other Japanese schools that also serve bread or noodles. The Breakfast Ordinance is made up of six key objectives:

Promote "early to bed, early to rise"
・Encourage the right lifestyle habits
・Recommend going to bed and waking up at reasonable times
Supply safe agricultural products
・Promote environmentally friendly farming methods
・Educate townspeople on how to select food that is safe for consumption
Encourage residents to consume agricultural goods
produced locally
Use locally grown produce in school meals
Reinforce the promotion of dietary education
Encourage townspeople to taste many different kinds of food and experience international food and eating habits
Pass down the practice of rice-growing to following
generations
